Job Summary

Civilian employees serve a vital role in supporting the Army mission.

They provide the skills that are not readily available in the military, but crucial to support military operations.

The Army integrates the talents and skills of its military and civilian members to form a Total Army.

About the Position: This position is being filled under the Expedited Hiring Authority for select Acquisition Positions that are in a Shortage Category and/or have a Critical Hiring Need.

The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions within the Department of Defense as shortage positions and recruit and appoint highly qualified persons to those positions.

This announcement is open to accept resumes from candidates interested in helping the Department of Army meet our mission requirements for the acquisition of systems, equipment and facilities.

This position is with the Office of Secretary of the Army, Deputy Assistant Secretary of the Army for Defense Export and Cooperation ( DASA DE&C), located at Arlington, VA.

Who May Apply: US Citizens This position is a TERM position.

It is time-limited NTE 30 Sep 2019, and may be extended up to a maximum of six years.


In order to qualify, you must meet the experience requirements described below.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social).

You will receive credit for all qualifying experience, including volunteer experience.

Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

Specialized Experience: One year of specialized experience which includes evaluating Foreign Military Sales (FMS) processes; developing strategic plans for Foreign Military Sales (FMS) and Armaments Cooperation; conducting assessment of capabilities in foreign countries and identifying gaps in technology; developing and conducting briefings at high levels.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13 or NH-03).
