This National Guard position is for a POLICE OFFICER, Position Description Number D2156000 and is part of the PA 193rd Special Operations Wing, National Guard.

NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the National Guard.

Selectee will be required to wear the military uniform.

Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.

Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Special Notes: INDEFINITE APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

AREA OF CONSIDERATION: Bargaining Position Category 1: Qualified, currently employed technicians working at the location specified in the job announcement.

Category 2: Qualified, currently employed technicians of the Pennsylvania National Guard.

(Army and/or Air) Category 3: Qualified members of the Pennsylvania National Guard.

(Army and/or Air) Category 4: Individuals who are currently serving in another branch of service who are willing to become members of the Pennsylvania National Guard.

Category 5: Individuals with Prior Service or No Prior Service who are willing to become members of the Pennsylvania National Guard.

INDEFINITE: Currently employed permanent technician selected will occupy this position as a Promotion NTE or Reassignment as appropriate in their present status.

Employment status pertains to applicant nominated, who is not a currently employed permanent technician.

Indefinite appointments do not acquire permanent status and do not serve a trial period.

Indefinite appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice.


GENERAL EXPERIENCE: All GS-0083 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.

Understanding of the basic principles and concepts of military security forces functions, laws, policies, regulations, rules, procedures, and methods.

Also, have general experience performing functions such as weapon systems and resource security, air base defense, law enforcement; and, if applicable for the position, experience in handling military working dog functions or combat arms functions.

SPECIALIZED EXPERIENCE: Application must indicate at least 18 months experience in performing practical Security Force activities in direct support of the military weapon systems and physical security; law and order; and area security operations.

The work experiences are in law enforcement, maintaining law and order, preserving the peace, and protecting life and civil rights within the jurisdiction of military installations.

Has general experiences in protecting federal property from hazards such as sabotage, espionage, trespass, theft, fire, and accident or willful damage and destruction.

Experience in securing crime and incident scenes; apprehending and detaining suspects; searches persons and property; and collects, seizes, and preserves evidence.

Experience in conducting interviews of witnesses and suspects and obtains statements and testifies in official judicial proceedings.

Has work experiences in responding to disaster and relief operations and participates in contingencies.

Experience in the control and safeguarding of arms, ammunition, and equipment; and, instructs ground weapons qualification training.

Has experience in inspecting ground weapons, replacing unserviceable parts, and analyzing malfunctions by inspections and serviceability testing.

Has experiences in firing weapons for accuracy and serviceability.

Experience in weaponry, laws, directives, programs, policies, and procedures governing Security Forces activities; installation security; weapon system and resource security; anti-terrorism; law enforcement and investigations; military working dogs; air base defense; training; pass and registration; civilian work force; and combat arms.

KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

- Knowledge of security and security forces requirements, procedures, and tactics to support installation physical security.

- Knowledge of firearms and tactics for employing them in emergency situations.

- Knowledge of combat arms facilities management, including maintenance, classrooms, firing range structures, munitions buildings, and weapons vaults.

- Knowledge of safety, security, and EEO regulations, practices, and procedures.

- Knowledge of Security Forces' procedures and operating methods to independently perform the full range of Security Forces activities, to include protection level resources, installation entry controls, armed responses and dispatch duties.

- Knowledge of applicable Air Force, Department of Defense law enforcement, and security rules, regulations, instructions, practices, principles, and procedures, including force protection, integrated base defense, anti-terrorism, and physical security.

- Knowledge of police officer procedures and operating methods to independently perform the full range of Security Forces activities, to include protection level resources, installation entry controls, armed responses and dispatch duties.

QUALITY OF EXPERIENCE: Length of time is not of itself qualifying.

Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed.

The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.
