Job Summary


This position is located in the Department of the Treasury, Office of Terrorism and Financial Intelligence (TFI), Office of Intelligence and Analysis (OIA), Office of Counterintelligence (OCI), and is part of the Insider Threat Program.

The purpose of this position is to function as a counterintelligence (CI) analyst for Treasury’s Insider Threat Program.

Primary duties include reviewing data to identify anomalies potentially indicative of an insider threat, quickly and efficiently analyzing the anomalous behavior, preparing and presenting reports and briefings to inform appropriate Treasury officials of analytical findings and assessments.Pursuant to 50 USC § 3024 (v), and with concurrence and consultation with the Director of National Intelligence and the Director of the Office of Personnel Management, this position is being established in the excepted service as an element of the intelligence community within the Department of the Treasury.



Qualifications


You must meet the following requirements by the closing date of this announcement.Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Specialized experience for this position includes ALL of the following: Providing support to programs, such as insider threat programs, involving the use of User Activity Monitoring (UAM) of Automated Information Systems (AIS); ANDSupporting Counterintelligence (CI)/insider threat investigations/inquiries; ANDApplying relevant principles, techniques, methods, processes, and technology, such as those involved in intelligence analysis; ANDApplying policies, directives, and guidance, such as national-level insider threat policies, Executive Order 13587, National Insider Threat Policy and Minimum Standards, Intelligence Community Standard (ICS) 700-2, and ICS 500-27.Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.

Specialized experience for this position includes ALL of the following: Applying relevant principles, techniques, methods, processes, and technology, such as those involved in intelligence analysis; ANDApplying policies, directives, and guidance, such as national-level insider threat policies, Executive Order 13587, National Insider Threat Policy and Minimum Standards, Intelligence Community Standard (ICS) 700-2, and ICS 500-27.ORYou may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.ORYou may qualify by a combination of experience and education.

Only graduate level education in excess of the first 2 years may be combined with experience.
